Why does the range stop at 3999?

Because standard numerals only have symbols up to M for a thousand. Larger values need an overline to multiply by a thousand, a notation that has no single agreed plain-text form, so this converter stays inside the classical range.

Is IIII wrong on clocks?

Not exactly. Strict notation writes IV, but many clock faces have used IIII for centuries, mostly for visual balance against the VIII opposite it. This converter always produces the standard subtractive form.
