Does resizing lose quality?

Making an image smaller discards detail permanently, which is normally what you want. Making it larger cannot invent detail and simply looks soft, so always resize down from the largest original you have.

Which format should I export?

JPEG for photographs, PNG when you need transparency or crisp flat graphics, and WebP when you want the smallest file and modern browser support is enough. Note that exporting to JPEG replaces transparency with white.
